The purpose of this role is to conduct quality assessments on maintenance, coordinate and optimise all housing allocations and perform related administrative activities. Kumba Iron Ore We produce high-grade iron ore, the key component in steel widely used in construction and manufacturing across the world. Our activities include all aspects – exploration; mining; processing and blending; shipping; marketing and selling. In South Africa, we have mining operations in the Northern Cape province, as well as a head office in Rosebank, Gauteng, and a port operation in Saldanha Bay, Western Cape. Job Description As Housing Officer (Sishen & Kolomela) your responsibilities will include but not limited to: - Take personal responsibility for the safety of self and others to ensure zero harm and eliminate fatalities. Maintain Data Integrity (Housing Master Data): - Regularly reconcile and verify housing master data for accuracy and completeness. - Track measures to enhance data quality and address discrepancies promptly. Maintain Housing System Management: - Maintain system alignment between the Kumba ERP and service providers’ Master Data. - Oversee the administration and maintenance of the housing systems, internal and external, to streamline processes and enhance efficiency. - Stay updated on technological advancements to improve housing system functionality. Maintain Rental Contracts: - Oversee and ensure legal compliance with rental contracts for all housing units. - Regularly review and update rental agreements to reflect current policies and legal requirements. Maintain Maintenance Records: - Obtain, update and maintain comprehensive records of all housing maintenance activities. - Use records for analysis, reporting, and future planning. Track Occupancy Rate: - Track and analyse occupancy rates to ensure optimal utilisation of housing facilities. - Implement approved strategies to address and improve occupancy rates as needed. - Plan and maintain (demand planning) equilibrium between the available housing stock and the business demands and provide shortfalls and surpluses. Handle Evictions: - Follow legal procedures to initiate and execute eviction processes when necessary. - Liaise with legal entities to ensure compliance with eviction laws and regulations. Coordinate Student & PIT Accommodation: - Implement and maintain specific protocols for student and PIT housing. - Address unique needs and challenges associated with student ad PIT accommodation. Oversee Occupancy Entry/Exit Inspections: - Oversee the inspections during tenant move-ins and move-outs. - Oversee the documentation and address any discrepancies or damages during these inspections. - Ensure that Kumba has electronic or physical copies of all records about all housing transactions. Oversee Administer Entry/Exit Inspections (Key Deposits): - Oversee key deposit processes during tenant entry and exit. - Oversee the key return policies and documentation and escalate discrepancies. Facilitate Payroll Recovery: - Collaborate with GSS and service providers to recover outstanding housing-related payments. - Ensure adherence to established recovery processes and timelines. - Facilitate monthly payroll transactions regarding housing rentals, tax and utility payments, and any other breakage or maintenance recoveries. - Inputting and amending of house wage type documentation to GSS. Oversee Inspections & Plan Maintenance: - Oversee housing unit scheduling and regular inspections to assess conditions and maintenance needs. - Oversee the coordination of maintenance activities to ensure timely and effective resolution. - Conduct weekly meetings with the service providers. Ensuring that Inspections are conducted at Vacant Houses: - Facilitate developing and implementing protocols for maintaining and inspecting vacant housing units. - Ensure that final inspections on vacant properties are conducted to ensure suitable conditions for future occupancy. Track Breakdown Turnaround Times: - Monitor and analyse the time service providers take to resolve maintenance breakdowns. - Recommend strategies to improve turnaround times and tenant satisfaction. Oversee the coordination of Strategic Stock Garden Maintenance: - Ensure that strategic maintenance plans of garden areas within housing facilities are in place. - Ensure aesthetically pleasing and well-maintained outdoor spaces. Oversee Student Accommodation Maintenance: - Oversee specific maintenance requirements for student housing facilities. - Ensure that service providers promptly address student-specific maintenance needs. Execute Outsourcing Tender Process: - Assist management in outsourcing Kumba's housing function during the tendering process. Maintain fair and transparent procurement practices. - Be a liaison between the Company and the service provider/s. - Support the Housing Specialist in all housing management areas across the two Mines. This role is in the People & Organisation (P&O) department on a Band 7 (C-Upper) level reporting to the Principal Housing. Qualifications - Grade 12 Certificate / N3 Technical - Higher National Vocational qualification in Housing Management, Property Management, Business Administration, or a related field on NQF5 - SA Drivers Licence Technical Knowledge - Knowledge of housing management principles, with 3-5 years of relevant experience, ideally in a corporate setting. - Understanding of housing market dynamics and trends in South Africa. - Familiarity with legal requirements related to housing management and tenant rights. - Proficiency in budgeting, financial reporting, and payroll recovery processes. - Competence in using Microsoft Office Suite. - Awareness of risk management techniques and critical controls. - Understanding safety, health, environment, and relevant legislative, statutory, and regulatory requirements.
